Petrobras Is Printing Money at $25 and Almost Nobody's Talking About It

Signal: BUY | Score: 65.6/100

A state-controlled Brazilian oil giant trading at 6.4x earnings with a nearly 7% dividend yield sounds too cheap to ignore, and right now it is. Petrobras just dropped a $109 billion investment plan, doubled its earnings year over year, and the political risk that kept investors away is finally fading. The market hasn't fully priced any of this in yet.

The Setup

PBR is sitting at $25.33, just a hair below its 52-week high of $25.60. That's not a stock under pressure, that's a stock coiling at resistance. The momentum score here is 79.0, and the RSI at 79.76 says this thing has been on a tear. Yes, that RSI is elevated, but when momentum is this strong and the fundamentals are this cheap, overbought can stay overbought for a long time. This looks more like a breakout continuation than a tired rally. The stock more than doubled off its 52-week low of $11.43, and that kind of move doesn't reverse without a meaningful catalyst to the downside.

The Catalyst

Three things are working in PBR's favor right now, and they all hit in the last 30 days.

First, the new 2026-2030 business plan landed this week. Petrobras is putting $109 billion to work, targeting peak oil production of 2.7 million barrels per day by 2028 and total output of 3.4 million boe/d. That's a serious production ramp with real cash flow implications.

Second, Q2 earnings were a blowout. Net income came in at $10.43 billion, more than double the prior year and well above the $9.04 billion consensus. Operating production averaged 3.34 million boe/d, up 14.1% year over year.

Third, Petrobras just confirmed a second discovery at the Morpho well on Brazil's Equatorial Margin and is deploying the P-80 FPSO to the Búzios field. Reserve replacement and pre-salt production growth are both tracking ahead of schedule.

Q3 earnings are due November 10. That's 32 days away, and it's another potential catalyst on the horizon.

Bull Case

  • At 6.4x trailing earnings and a 6.79% dividend yield, PBR is priced for permanent political chaos that isn't materializing
  • Production growth of 14% year over year means earnings momentum is real and likely to continue into Q3
  • A breakout above the $25.60 52-week high opens a clean run toward $28-30

Bear Case

  • Debt-to-equity at 76 is heavy, and any credit stress in Brazil hits this stock fast
  • Political risk never fully disappears with a state-controlled company - any shift in Brazilian energy policy could reprice the stock overnight

The Trade

  • Entry: $25.33
  • Target: $29.00
  • Stop Loss: $22.50
  • Risk/Reward: roughly 1:1.4
  • Timeframe: 6-10 weeks, through Q3 earnings on November 10
